Know two things before you call: where your water meter is, and what changed just before the problem started. Those two answers do more to shorten a call-out than any description of the symptom, because together they tell a plumber whether the water can be isolated and where to start looking.
Turn the water off at the meter before anything else. The tap is usually at the front boundary under a small cover, and it closes clockwise. Once the water is off, open the lowest tap in the house to drain what is still in the pipes — that stops the remaining head of water finding its way into a wall cavity while you wait.
