Registered and licensed are different

A **registered** plumber must work under the supervision of a licensed plumber, or limit themselves to work that doesn't require a compliance certificate.

A **licensed** plumber can work unsupervised and can issue compliance certificates.

For any job worth more than $750, you need the second one. This is the distinction that catches people, because both are commonly described as 'licensed' in advertising.

The regulator changed in 2025

The Building and Plumbing Commission took over from the Victorian Building Authority on 1 July 2025 under the Building Legislation Amendment (Buyer Protections) Act.

Existing registrations and licences transferred automatically and stay valid to the expiry date on the practitioner's ID card. If you find advice online referring to the VBA, it predates the change — the rules largely carried over, but the register you check is the BPC's.

Compliance certificates

Required where the total value of the work — materials, appliances, labour and GST — exceeds $750. The plumber must give you a signed certificate within five days and lodge a copy with the BPC.

This is your protection, not administration. It is evidence a licensed practitioner did the work and it connects to the mandatory plumbing insurance. Ask for it rather than waiting to be offered it.

How to check, in about a minute

The BPC maintains a public register of plumbing practitioners. Search the name or the licence number before work starts.

It's worth the minute: work done by someone unregistered may not be covered by the mandatory insurance, and a licensed plumber issuing a certificate for work they neither did nor supervised is committing an offence — which can leave you uninsured as well.
