It depends mostly on age. A unit under about eight years old is usually worth repairing — elements, thermostats and valves are all serviceable parts. Past roughly twelve years a tank replacement is often the better spend, because the next failure is rarely far behind. A plumber should tell you the age off the compliance plate before quoting.
